应急管理背景下的基层社区社会舆情引导研究

突发性重大公共卫生安全事件以传播速度快、感染范围广、防控难度大,给人民群众生命健康安全和经济社会发展造成严重影响和重大损失,对推进社会治理体系和治理能力现代化提出了新方向和新命题,也对提升社会应急管理能力建设特别是完善基层社区应急管理体制机制提出了新挑战和新要求。基层社区作为社会的细胞、城市治理的基本单元,是完善社会治理体系的微观基础和现实支撑,是加强应急管理能力建设的第一线,更是信息传播、舆情形成、舆论引导的最前沿。鉴于此,在深刻认识基层社区社会舆情传播具有场域全覆盖、途径多方位、方式宽领域等特殊形式基础上,全面把握基层社区社会舆情表现出的小散点特征、生活化特点和多样性特色,针对性做好基层社区社会舆情的“导向”“方向”“动向”“风向”“取向”等合理引导和有效应对工作,充分发挥基层社区在稳定社会心态、凝聚思想共识、服务基层治理中的重要功能,为提升社会应急管理能力建设营造良好社区舆情环境,责任重大、意义重大、作用重大。

Sudden public health security incidents to spread speed,wide range of infection,prevention and control is difficult,to people's lives and health,safety and economic and social development caused serious influence and heavy losses,puts forward new challenges to the social emergency management ability construction and the new requirements,and to perfect the system of social governance,especially the grassroots community emergency management systems and mechanisms puts forward the new direction and new proposition.Grass-roots community as the social cell,the basic unit of city governance,the micro basis and reality is to perfect the system of social governance,is the normalized epidemic prevention and control of the first line,but also at the forefront of information dissemination,the public opinion formation,public opinion guide,condensation of stable social mentality and ideological consensus,and service in grassroots governance play an important role in instead.In view of this,the deep understanding of grassroots community social public opinion transmission field for the whole way,way to comprehensive,wide areas such as special form,on the basis of a comprehensive grasp of grassroots community society public showed little scatter characteristics,the characteristics of life and diversity characteristics,guides and responds to public opinion in community-level communities in a targeted way,gives full play to the grassroots community condensation of stable social mentality and ideological consensus,and services of the important function of the grass-roots governance to achieve normalized epidemic prevention and control and return to work and production"double win"and create a good environment for the community public opinion,has great responsibility,significance and role.
