高校党委“大督查机制”构建的必要性、现实困境与实施路径

The Necessity,Realistic Dilemma and Implementation Path of the“Great Supervision Mechanism”of University Party Committee

督查是高校党委一项常态化工作,是保障党委权威与决策执行力的重要手段,事关大学治理体系和治理能力现代化。目前,高校党委“大督查机制”的构建面临着顶层设计不够、组织权威不足等方面的瓶颈,难以塑造治理有序、执行有力的督查话语体系。面对复杂的内部治理现实,高校党委“大督查机制”的构建,需要以推进大学治理体系和治理能力现代化为根本遵循来指导督查的实施与探索,具体的实践路径包括:构建多元协同机制,拓展督查治理空间,彰显党委督查合力;构建过程监控机制,发挥全过程指引、纠偏作用,规范党委督查行为;构建考评问责机制,强化督查结果运用,保障党委督查权威。

Supervision is a normal work of university Party committees.It is an important means to guarantee the authority and executive power of decision-making.It is also related to the modernization of university governance system and governance capacity.At present,the construction of a“great supervision mechanism”in universities is faced with the bottleneck of insufficient top-level design and organizational authority,which makes it difficult to build a supervision discourse system with orderly governance and effective implementation.In the face of the complex internal governance realities,the construction of a“great supervision mechanism”in colleges and universities needs to guide the implementation and exploration of supervision based on promoting the modernization of university governance system and governance capacity.Efforts should be made to build a process monitoring mechanism,give full play to the role of guiding and rectifying deviations in the whole process,regulate the supervision behavior,construct the accountability mechanism,strengthen the application of inspection results,and ensure the authority of inspection.
