When Chinese enterprises invest in overseas power plants, the power purchase agreement(PPA) is the most important agreement document required by the project financing for power plant project. Taking the PPA document dominating in Sri Lanka as an example, mechanism design of electricity tariff payment as the substantive term was analyzed. The calculation method and influential factors of Two-Part Tariff Mechanism for capacity payment and energy payment was described to better understand the principle of "Take or Pay", for the domestic power sector investing in overseas, especially in Sri Lanka.
