摘要
基于我国2007-2018年创新型城市建设的面板数据,文章从理论和实证角度检验了创新型城市建设与城市产业升级之间的关系。结果表明,创新型城市设立能够显著促进城市产业结构的优化升级,直接表现为提升城市的全要素生产率。进一步考察发现,创新型城市建设过程中政府参与创新的不同形式所带来的效果具有异质性,即相较于政策引领,政府直接参与以及营造创新环境对城市产业升级的影响效果更加显著。鉴于此,建议加快创新型城市的建设步伐,提升政府公共服务的能力,充分发挥政府在城市产业升级中的助推作用。
Based on the panel data of China’s innovative city from 2007 to 2018,this paper tests the impact of innovative city construction on the industrial structure upgrading from theoretical and empirical perspectives.It is found that the establishment of innovative cities can promote the optimization and upgrading of urban industrial structure,which is directly reflected in improving the total factor productivity of cities.Further study,the effect of different forms of government participation in innovation is also heterogeneous.It is found that compared with the policy guidance,the direct participation of the government and the creation of innovation environment have more significant impact on the urban industrial upgrading.In view of this,it is suggested to speed up the construction of innovative cities,improve the capacity of government public services,and give full play to the role of the government in promoting the upgrading of urban industries.
