《基层地震灾害紧急救援队能力分级测评》地方标准研究与编制

Research and Compilation of the Local Standard of“Evaluation on Capacity Classification of Emergency Rescue Team”

地震应急救援能力评估是一个多内容、多层次、多环节的系统工程,我国开展应急救援能力评估的时问较短,大部分研究还处于理论探索阶段,尚未形成成熟和稳定的理论框架与评估模型。根据我国的地震应急救援实际来看,我国地震应急管理系统的评估工作还很薄弱,特别缺乏对地震救援队救援能力进行细化研究。但是,大量丰富且适用的评估决策理论为地震救援队能力研究提供了可参考的研究方法。现代信息技术、分析技术、地震预测预警技术的发展为地震救援队能力研究提供了技术支持。本文从地震救援队的实际出发,研究建立其科学评估体系,尤其针对处在救援前线的基层救援队伍,科学评估其能力,提高地震灾害救援队的专业化、规范化和体系化水平,不断增强队伍的实战、组织、协调能力。

Evaluation on earthquake emergency capacity is a multi-content,multi-level,multi-link systems engineering.China just set foot in this area and most of its studies focused on theoretical exploration,and mature and stable theoretical framework and evaluation model are yet to be born.According to the actual practices,China is still weak in the systematic evaluation of earthquake emergency rescue,especially the research of rescue ability of earthquake rescue team.However,a large number of rich and applicable evaluation and decision-making theories provide referable research methods,and the development of modern information technology,analysis technology and earthquake prediction and early warning technology provide technical support for the ability research of earthquake rescue team.Based on the reality of the earthquake rescue team,this paper studies the scientific evaluation system of rescue team,especially the grass-roots rescue teams in the front line,in order to improve the capacity,standard and system of the earthquake rescue team,and to constantly enhance the actual combat,organization and coordination ability of the team.
