摘要
煤炭行业支撑着国民经济的发展,但经过长期的高强度、粗放式开发,造成了严重的资源环境破坏。近年来,我国着手加强煤炭行业的环境监管力度。为研究环境规制、煤炭行业发展与创新技术之间的关系,本文基于2009至2016年中国大陆31个省市及自治区煤炭行业的面板数据,采用系统GMM方法实证检验了环境规制对煤炭行业创新技术的影响。研究发现,环境规制与煤炭行业创新技术的关系呈"U"型曲线特征;环境规制对煤炭行业创新技术影响存有区域异质性的特点;与命令型、激励型环境规制相比,自愿型环境规制工具对煤炭行业的创新技术更有激励作用。
The coal industry supports the development of national economy, but after a long period of high-intensity and extensive development, it has caused serious damage to resources and environment. In recent years, China has strengthened the environmental supervision of the coal industry. In order to study the relationship between environmental regulation, coal industry development and innovative technology, based on the panel data from 2009 to 2016 of 31 provincial, regions in China’s mainland, this paper empirically tests the impact of environmental regulation on the coal industry’s innovation technology by using the System GMM method. It is found that the relationship between environmental regulation and the coal industry’s innovation technology presents a dynamic "U" curve feature;the impact of environmental regulation on the coal industry’s innovation technology has the characteristics of regional heterogeneity;compared with the command-based and incentive based environmental regulations, voluntary environmental regulation tools have more incentive effect on the coal industry’s innovation technology.
