农民用水协会可持续发展路径研究--基于湖北省当阳市黄林支渠用水者协会案例研究

Sustainable Development Pathways of Farmers'Water Association:Case Study on Water Use Association of Huanglin Branch Canal in Dangyang City,Hubei Province

近几年,各级政府对小型农田水利设施运行付出大量人力物力,但有人用、无人管、设施老化、使用寿命低于预期等现象普遍存在。湖北省当阳市是全国较早发展成立农民用水协会的地区之一,有大量经验可供学习参考。本文以湖北省当阳市黄林支渠用水者协会(国家级农民合作示范组织)为案例,总结和深入分析其运行经验对提高其他农民用水协会管理模式的运行效率有借鉴意义。

In recent years,governments at all levels have paid a lot of manpower and material resources to the operation of small irrigation and water conservancy facilities,but some people use,no one manages,the facilities are aging,and the service life is lower than expected.Dangyang City,Hubei Province,is one of the areas where farmers'water use association was established earlier in the country.This paper takes Huanglin Branch Canal Water Users'Association of Dangyang City,Hubei Province as a case study,and summarizes and analyzes its operation experience for reference to improve the operation efficiency of other farmers'water use associations.
