关键核心技术军民融合协同创新机理及协同机制研究——基于创新链视角

Research on the Effect and Mechanism of Military-civilian Synergy Innovation of Key Technology——From Innovation Chain Perspective

文章基于创新链的视角,对关键核心技术军民融合协同创新的机理及机制进行了研究。首先,分析关键核心技术的特征,并构建军用和民用创新链解构军民分离下关键核心技术的研发过程。然后,从规模经济、范围经济和网络经济探索军民融合协同效应及其产生的机理。最后,结合规模经济、范围经济及网络经济的实现条件,探索军民融合协同创新的机制。研究得出,军用和民用创新链上、中、下游协同所产生的规模经济、范围经济和网络经济是关键核心技术军民融合协同效应的源泉,知识协同、制度协同和价值协同是实现关键核心技术军民融合协同创新的重要机制。研究结论深化了关键核心技术军民融合协同创新效应产生机理及实现机制的认识,并提出了军民融合促进关键核心技术创新的政策建议。

This paper researches on the synergy mechanism of civil-military integration for key technology innovation from the perspective of innovation chain. Firstly, the characteristics of key technology are analyzed, at the same time that the military innovation chain and civil innovation chain are constructed to deconstruct the innovation process of key technology. Then, this paper explores the synergy effect and mechanism of civil-military synergy from the scale, scope and network economy. Finally, combined with the conditions of scale, scope and network economy, the synergy innovation mechanisms of civil-military integration for key technology are explored.The results show that: the scale, scope and network economy generated by the synergy of the up, middle and down stream of innovation chain are the sources of the synergy effect;the knowledge synergy, institution synergy and value synergy are the important mechanisms to realize the synergy innovation for the key technology. The conclusion deepens the understanding of the mechanism of the synergy effect of civil-military integration for key technology innovation, and policy suggestions for promoting the innovation of key technology by civilmilitary integration are proposed.
