精准脱贫迈向乡村振兴产业路径研究——基于AHP与灰色理论相结合的应用视角

The Industrial Path of Effective Integration for Poverty Alleviation and Rural Revitalization——Application of Analysis based on the Combination of AHP and FCE

我国正处于脱贫攻坚与乡村振兴叠加推进、转型升级的关键时期,产业发展作为贯穿始终的"根本之策",在转型期间尤应特别关注。文章对转型期产业发展的阶段、动力、对象三个方面的内在逻辑进行了分析,从统筹三种关系、树立目标导向、兼顾平衡发展三个角度进行了梳理,提出从优化产业结构、调整发展方式、推进产业融合、夯实产业基础四个方面构建发展路径和评价指标。文章基于AHP与灰色理论组合构建评价模型,以五爱村发展为实例,通过专家访谈和问卷调查法,结合评价指标得出转型期五爱村产业发展现状的客观评价,提出特色产业主导、线上平台提升、三产融合互动、乡土人才创业的政策建议,以期探索转型期乡村产业振兴发展的现实路径。

China is currently in a critical period of poverty relief and rural rejuvenation, combined with the industrial transformation and upgrading. Industrial development, as a fundamental strategy throughout, is worthy of attention during the transition period. In order to promote the effective transition of industrial poverty relief to industrial revitalization, the article analyzes the internal logic of three aspects of industrial development,motivation and object during the transition period.From the three perspectives of coordinating the three relationships, establishing goal orientation, and taking into account balanced development, the evaluation indicators for industrial development are designed from the four aspects of optimizing the industrial structure, adjusting the development mode, promoting industrial integration, and consolidating the industrial foundation. Using the method of combining AHP and gray theory to build an evaluation model, the article takes a state-level impoverished village which is called Wuai Village as a sample, by the methods of expert interviews and questionnaire surveys, combines evaluation indicators to obtain an objective evaluation of the status quo of Wuai Village’s industrial development. The article puts forward policy recommendations of characteristic industry leadership, online platform enhancement, tertiary industry integration and interaction, and rural talent entrepreneurship, with a view to exploring a realistic path for the revitalization and development of rural industries during the transition period.
