基于因子分析法的A市农村地区扶贫绩效评估实证分析

Empirical Analysis of Poverty Alleviation Performance Evaluation in Rural Areas of A City based on Factor Analysis

扶贫绩效评估对象有扶贫项目、基层政府部门、财政支农专项资金等,多是基于宏观角度,对于扶贫主体或者扶贫手段进行评估。文章选定因子分析法为扶贫绩效评估模型,结合当前精准扶贫的实际情况,构建包含了产出类、过程性、有效性三个方面的较为科学的绩效评估指标体系,以A市为例进行实证分析,验证评估方法及指标体系的合理性,并为贫困研究及A市下一步精准扶贫工作的推进提供理论依据。

The performance evaluation objects, such as the poverty alleviation project, grass-roots government, and finance supporting-peasant dedicated fund, mainly assessed the subject or means of poverty alleviation from the macroscopic point of view. In this paper, the factor analysis method was selected as the performance evaluation model of poverty alleviation. Combined with the current situation of targeted poverty alleviation, a scientific performance evaluation index system including the output index, procedural index,and effectiveness index was constructed. Subsequently, an empirical analysis was performed in a case study of A city to verify the performance evaluation method and index system. The conclusions provided a theoretical basis for poverty research and the advance of targeted poverty alleviation in A city.
