摘要 建设科技创新服务体系是推动创新驱动发展战略与加快新旧动能转换的重要保障。以青岛市科技创新服务体系为研究对象,运用DEA方法评价青岛市科技创新服务体系效率,结果表明青岛市在产学研结合、科技金融、中介服务等方面的效率有可提升空间。为了更有效发挥青岛市科技创新服务在新旧动能转换中的促进作用,从宏观经济运行的视角及新旧动能转换的需求出发,提出了青岛市应该进一步完善中介服务体系、加快科技成果转化等建议。 The construction of science and technology innovation service system is an important guarantee for promoting innovation driven development strategy and accelerating the replacement of old growth drivers with new ones.This paper takes Qingdao science and technology innovation service system as the research object and uses DEA method to evaluate the efficiency of Qingdao science and technology innovation service system.The results show that the efficiency of Qingdao in the industry-university-academy cooperation,science and technology finance,and intermediary services can be improved.In order to give full play to the promoting role of Qingdao science and technology innovation service system in the context of the replacement of old growth drivers with new ones,it is proposed that Qingdao should further improve the intermediary service system and accelerate the transformation of scientific and technological achievements from the perspective of macroeconomic operation and the demand of the transformation from old kinetic energy to new one.
