医改形势下学科评价体系的构建与思考

Construction and thinking of discipline assessment system under the situation of medical reform

新医改大背景下,为强化医院学科内涵建设,提升管理效率,促进公立医院综合改革政策落地见效,首都医科大学附属北京世纪坛医院探索建立了学科评价体系。通过分析目前学科评价现状,结合医改、现代医院管理制度要求,构建了涵盖一级指标8项、二级指标31项和三级指标78项的学科评价体系;在运用学科评价体系进行预评价基础上,对全部学科进行综合评价和分析,评价结果与学科发展导向相符。并从推进医改、健全现代医院管理制度、科学建立评价工具、加强学科体制机制建设等方面对新医改形势下学科评价体系的构建提出了一些思考。

Under the background of new medical reform,to strengthen disciplinary connotative construction,to promote the implementation and effectiveness of policies during the comprehensive reform of public hospitals as well as to improve management efficiency,we explore establish discipline evaluation system in the hospital.Basing on the analysis of the current situation of the subject evaluation in combination with requirements of medical reform and modern hospital management system,we construct a subject evaluation system containing 8 level-1 indicators,31 level-2 indicators and 78 level-3 indicators.Entire comprehensive evaluation and analysis of disciplines are carried out with applying the subject evaluation system upon pre-evaluation for some disciplines.The evaluation results are consistent with the discipline development orientation.Suggestions for constructing the subject evaluation system are herein presented,such as promoting medical reform,completing modern hospital management system,scientifically setting up evaluation tools as well as strengthening the discipline system and mechanism,etc.
