摘要
基于2004—2018年中国30个省份的面板数据,实证检验产业集聚(专业化集聚和多样化集聚)与知识产权保护的协同创新效果,构建门槛回归模型检验知识产权保护对产业集聚创新溢出的门槛调节效应,研究发现:专业化集聚促进创新溢出,多样化集聚抑制创新溢出,知识产权保护有助于创新发展。中国东、西部地区仅有专业化集聚促进创新,中部地区集聚创新发展均衡。当产业集聚创新溢出尚未产生时,低水平的知识产权保护有利于集聚创新发展;当产业集聚创新溢出产生时,低水平的知识产权保护抑制了集聚创新溢出。中国知识产权保护水平尚低,未能促进集聚创新溢出。相比于专业化集聚,多样化集聚创新溢出需要更高水平的知识产权保护。
Based on the panel data of 30 provinces in China from 2004 to 2018,this paper empirically tests the collaborative innovation effect of industrial agglomeration(specialized agglomeration and diversified agglomeration)and intellectual property protection.A threshold regressions model is constructed to test the threshold moderating effect of intellectual property protection on the innovation spillover of industrial agglomeration.Research shows that specialized agglomeration promotes innovation spillover,while diversified agglomeration inhibits innovation spillover,and intellectual property protection is conducive to innovation and development.In eastern and western China,only specialized agglomeration promotes innovation,while the agglomeration innovative development in central China is balanced.When the industrial agglomeration innovation spillover has not yet occurred,the low level intellectual property protection environment can facilitate the development of agglomeration innovation;when the industrial agglomeration innovation spillover occurs,the low level intellectual property protection inhibits the agglomeration innovation spillover.The level of intellectual property protection in China is still low,which cannot promote the innovation spillover of agglomeration.Compared with specialized agglomeration,the innovation spillover of diversified agglomeration needs a higher level of intellectual property protection.
