海岛旅游地国土空间开发适宜性评价与优化策略——以普陀山为例

Suitability Evaluation and Optimization Strategy for Land Development in Island Tourism Destinations——A Case of Putuo Mountain

海岛旅游地拥有丰富的旅游资源,然而当前我国海岛旅游地的开发呈现低层次和缺乏科学研究的盲目性。本文以加权线性组合方法构造模型,采用层次分析法建立海岛旅游地国土空间开发适宜性评价体系,选取自然条件、景观资源和社会经济等3大评价因素、9项评价因子分析浙江舟山普陀山海岛旅游地的国土空间开发适宜性。结果表明,普陀山适宜开发利用区、基本适宜开发利用区、限制生态开发利用区、生态保护区、禁止开发区等5种类型区域所占面积分别占全岛总面积的1.63%、17.04%、69.07%、8.66%、3.60%。本文根据实证结果,提出了普陀山海岛旅游地的国土空间利用优化策略、开发时序和规划功能结构。

Island tourism destination has rich tourism resources.However,the development of island tourism in China is currently at a low level and lacks scientific research.This paper establishes a model by weighted linear combination method,and uses analytic hierarchy process to establish the evaluation system of land space development suitability of island tourism destinations.Three evaluation factors,including natural conditions,landscape resources and social economy,are selected,and nine detailed evaluation factors are used to analyze the suitability of land development of Putuoshan Island in Zhoushan,Zhejiang.The results show that five types of areas,including suitable development and utilization areas,basic development and utilization areas,restricted ecological development and utilization areas,ecological protection areas,and prohibited development areas account for 1.63%,17.04%,69.07%,8.66%and 3.60%of the whole island respectively.Then this paper proposes optimization strategy,development timing plan and planning functional structure of land use in island tourism destinations based on empirical results.
