近年来,民间资本参与机构养老服务建设取得了快速发展,但也存在着诸多问题,如风险大、用地难、融资难、人才缺乏、缺少监管等。因此,要坚持以问题为导向,加强市场调研,制定专业养老规划;要完善投资融资体制,提供资金支持,不断壮大资金规模;要建立人才培养基地,进行人才输出,满足养老服务需求;要加强监管制度建设,提升治理能力,提高政府服务效能。

In recent years,private capital participation in institutional pension service construction has achieved rapid development,but there are also many problems,such as high risk,land use difficulties,financing difficulties,lack of talent,lack of supervision and so on.Therefore,it is necessary to insist on problem-oriented,strengthen market research,and formulate professional pension planning;improve the investment and financing system,provide financial support,and constantly expand the scale of capital;establish a talent training base,talent output,to meet the needs of old-age service;strengthen the regulatory system,improve governance capacity,and improve the efficiency of government services.
