积极老龄化视域下脱贫老人的经济参与现状与影响因素研究——基于武陵山区H县的SWOT分析

The Current Situation and Influencing Factors of Economic Participation of the Elderly out of Poverty from the Active Aging Perspective:SWOT Analysis Based on HCounty in Wuling Mountain Area

“十三五”时期,脱贫攻坚成果斐然,数千万贫困人口实现脱贫,其中包括相当比例的民族地区贫困居民,尤其是少数民族老龄人群更是关照的重点。而老人的经济参与和生计实践,可以通过所谓“零负作用”的“积极老龄化”(activeageing)策略来实现。通过对武陵山区H县典型村庄老年人的积极或非积极行为的研究,利用SWOT方法分析县域内存在脱贫致富的有利因素和不利因素,挖掘了各种因素的现实归因,并提出相应对策,包括SO策略、SW策略、WO策略以及WT策略。

During the 13th Five Year Plan period,the achievements of poverty alleviation are remarkable,and tens of millions of poor people have been lifted out of poverty,including a considerable proportion of poor residents in ethnic areas,especially the elderly people of ethnic minorities.The economic participation and livelihood practice of the elderly can be realized through the socalled"zero negative effect"strategy of"active aging".Through the research on the positive or negative behaviors of the elderly in typical villages of H county in Wuling mountain area,this paper uses SWOT method to analyze the advantageous and disadvantageous factors of poverty alleviation and prosperity in the county,excavates the realistic attribution of various factors,and puts forward corresponding countermeasures,including SO strategy,SW strategy,WO strategy and WT strategy.
