生态治理背景下榆林经济结构调整与农民增收分析

Analysis on the Adjustment of Economic Structure and Increase of Farmers’Income in Yulin under the Background of Ecological Management

我国实施退耕还林工程已有20余年,榆林又是首批实施退耕还林的城市之一,其20余年的生态治理对产业结构和农民增收有何影响?本文研究发现:(1)榆林造林面积不断增加,但耕地总量并未减少,“退耕”与“还林”并非此消彼长的关系;(2)榆林单位耕地面积的产值以及农民人均纯收入均呈递增趋势,这说明实施退耕还林工程对榆林农业产业的发展并未产生消极影响,甚至还促进了榆林农业产业的发展;(3)榆林追求生态效益与追求经济效益并不冲突,而是相辅相成的。为促进榆林生态治理工作的进一步开展,建议:(1)还需进一步调动非公有经济主体植树造林的积极性和主动性;(2)积极探索建立市场化生态补偿机制。

China has carried out the project of returning farmland to forest for more than 20 years,and Yulin is one of the first cities to implement the project of returning farmland to forest.What is the impact of its ecological governance on the industrial structure and the increase of farmers’income?The results show that(1)the afforestation area of Yulin increases continuously,but the total cultivated land does not decrease.The relationship between“returning farmland”and“returning forest”is not reciprocal.(2)The output value per unit area of cultivated land and the per capita net income of farmers in Yulin show an increasing trend,which indicates that the project doesn’t have a negative impact on the development of agricultural industry in Yulin,and even promotes the development of agricultural industry in Yulin.(3)The pursuits of ecological benefits and economic benefits in Yulin do not conflict,but complement each other.In order to promote the further development of ecological governance in Yulin,this paper suggests that(1)it is necessary to further mobilize the enthusiasm and initiative of non-public economic subjects in afforestation;(2)to actively explore the establishment of market-based ecological compensation mechanisms.
