文化产业和旅游产业融合发展示范区创建问题探析

Analysis on the Establishment of Demonstration Zone for the Integration of Cultural Industry and Tourism Industry

基于产业融合理论,对文旅产业融合、文旅产业融合发展区与文旅产业融合发展示范区的内涵及其内在联系进行辨析,指出文旅产业融合发展示范区是在县级行政区划范围内,具有明确地理边界的文旅产业高度聚集,文旅融合高质量发展的典型区域。进而构建“三级三类三定”的示范区建设体系,即三级:国家级、省(区、市)级、地级市级;三类:文化社区类、园区主导类、景区依托类;三定:定量指标、定性指标、特色指标。最后提炼出示范区建设的六条路径,包括规划路径、资源路径、双创路径、品牌路径、人才路径与组织路径。

Based on the theory of industry integration,this paper analyzes the connotation and internal relationship of cultural and tourism industry integration,cultural and tourism industry integration development zone,and cultural and tourism industry integration development demonstration area,and points out that the cultural and tourism industry integration development demonstration area is a typical area with clear geographical boundary and high-quality development within the county-level administrative division.Then it constructs the construction system of“three levels,three categories,and three determinations”,namely,three levels:national level,provincial level(district level,city-level),prefecture-level city level;three types:cultural community class,park leading class,scenic area relying on class;three fixed:quantitative index,qualitative index,characteristic index.Finally,six paths for the construction of the demonstration area are extracted,including the planning path,resource path,innovation and originality path,brand path,talent path,and organization path.
