摘要
首先在宁波海铁联运已有研究基础上考虑政府补贴因素,通过量化综合效用值构建决策效用模型,并基于效用值范围提出了新的腹地划分标准。其次以与宁波已开展海铁联运业务的腹地城市合肥为例验证模型。结果表明,当政府补贴高于160元时,在与宁波已开展海铁联运业务的沿海港中,合肥的综合效用值最高,合肥属于宁波间接腹地;当补贴低于160元时,连云港成为宁波海铁联运首选港,合肥降级为宁波海铁联运可竞争腹地。同时模型也可为政府确定合理补贴范围提供理论支持。
In this paper,we first factored in government subsidy on the basis of existing researches on the sea-rail multi-modal transport system of Ningbo,constructed the decision utility model by quantifying the comprehensive utility value,and proposed a new hinterland division standard based on utility value range.Next,taking Hefei,a hinterland city of sea-rail transport ties with Ningbo as an example,we verified the effectiveness of the model.The result shows that with government subsidies over 160 CNY,Hefei has the highest comprehensive utility value among coastal ports that have developed sea-rail transport ties with Ningbo and in such case,Hefei is indirect hinterland to Ningbo;with the subsidy under 160 CNY,Lianyungang becomes the first choice for sea-rail multi-modal port for Ningbo,and Hefei is then ranked down to competitive hinterland to Ningbo.Meanwhile,the model could also provide theoretical support for determining the reasonable scope of government subsidization.
