财政分权与经济增长对环境污染的影响

The impact of fiscal decentralization and economic growth on environmental pollution

我国经济正从高速增长阶段转向高质量发展阶段,如何处理经济发展与环境污染的关系,实现两者的良性互动,是当前我国面临的现实问题。论文利用我国2003~2017年31个省份的面板数据进行固定效用模型的回归分析,实证结果发现财政分权与环境污染呈正相关,且经济增长与环境污染之间存在倒“U”型关系。最后基于实证结果提出建议:合理规划城市的产业结构,注重产业升级和转型,将高污染高能耗企业转移到国外;加大对科技的投入,促进科技成果转化,坚持科技兴国战略。

Economy of China has shifted from a stage of high-speed growth to a stage of high-quality development.How to handle the relationship between economic development and environmental pollution and realize the benign interaction between the two is a realistic problem facing our country.This paper uses panel data from 31 provinces from 2003 to 2017 through regression analysis of the fixed utility model.The empirical results found that fiscal decentralization has a positive relationship with environmental pollution,and there is an inverted U-shaped relationship between economic growth and environmental pollution.Finally,based on the empirical results,suggestions are made:plan the industrial structure of the city,focus on industrial upgrading and transformation reasonably,transfer high-pollution and high-energy-consuming enterprises to foreign countries;increase investment in science and technology,promote the conversion of scientific and technological achievements,and adhere to the strategy of rejuvenating the country through science and technology.
