沙特阿拉伯与中国开展卫生合作的SWOT分析

SWOT analysis of health cooperation between Saudi Arabia and China

目的分析沙特阿拉伯的基本健康和卫生服务状况,同时比较中国相关卫生领域的发展情况,探讨在"一带一路"背景下,两国开展卫生合作的具体内容。方法基于公开数据以及相关文献,采用SWOT分析法归纳梳理沙特阿拉伯的基本卫生情况,通过文献研究法和比较分析法,总结对比双方针对卫生领域的共性与特性问题及两国采取的措施。结果妇幼健康方面,沙特阿拉伯受宗教文化影响较大,近亲结婚问题普遍,先天性缺陷产儿率偏高,双方合作可能性较低;慢性病方面,双方的肥胖和糖尿病患病率均呈上升趋势,双方可围绕糖尿病防控开展交流合作;道路交通安全方面,沙特阿拉伯的道路事故发生率较高,双方在保障道路安全方面均作出了有效成果,可相互借鉴学习。结论沙特阿拉伯国内政治体系改变,妇女权益日益提高,性别隔离导致的卫生影响因素减少,中沙两国可围绕健康问题在卫生领域针对慢性病和道路意外伤害开展有效合作,共同促进"一带一路"卫生事业发展。

Objective To analyze the status of basic health services in Saudi Arabia,to compare it with the development of related health fields in China,and to explore the contents of health cooperation between the two countries in the context of the"Belt and Road"initiative.Methods Based on public data and related literature,an SWOT analysis was made to summarize the basic health situation in Saudi Arabia,and literature review and comparative analysis were conducted to summarize and compare the mutual and specific problems of the two sides in the health field and the measures taken by the two countries.Results In terms of maternal and child health,Saudi Arabians are greatly influenced by religious culture.Consanguineous marriage is common there,and the birth rate of birth defects is relatively high.The possibility of cooperation between the two countries is low.In terms of chronic diseases,the prevalence of obesity and diabetes is on the rise in both countries.Exchanges and cooperation on diabetes control and prevention can be carried out.In terms of road-traffic safety,there is a relatively high rate of road accidents in Saudi Arabia.Both countries have made effective achievements in ensuring road safety and can learn from each other.Conclusions Saudi Arabia’s domestic political system has changed,women’s rights are improving,and health influencing factors caused by gender segregation become fewer.Thus,China can carry out effective cooperation with Saudi Arabia on chronic diseases and road-accident injuries in the health field,and jointly promote the"Belt and Road"health development.
