Practice Comparison and Policy Enlightenment of Agricultural Insurance Service for the Rural Revitalization Strategy

为分散农业生产与经营过程中的风险,保障“三农”的稳定发展,探索农业保险服务乡村振兴战略制度创新的政策与实践至关重要。在梳理农业保险服务乡村振兴战略的政策脉络的基础上,对5个典型试点进行实践总结与比较分析,分别是辽宁“保险+期货”、广东“保险+信贷”、上海农业收入保险、江苏农业大灾保险和安徽农业气象指数保险。以上试点在实施目标与作用、参与主体与资金来源、运作方式、实施特点等方面各有不同。未来应加强各方合作、加大产品开发、加强保险宣传、弥补网点缺陷、制定补贴政策等,以促进农业保险更好地服务乡村振兴。

In order to disperse the risks in the process of agricultural production and management and ensure the stable development of“rural areas,agriculture and farmers”,it is essential to explore the policy and practice of agricultural insurance service the rural revitalization strategy.On the basis of sorting out the policy context of agricultural insurance service for the rural revitalization strategy,the paper summarizes and compares the practice of five typical pilot projects,namely Liaoning“insurance+futures”,Guangdong“insurance+credit”,Shanghai agricultural income insurance,Jiangsu agricultural catastrophe insurance and Anhui agricultural meteorological index insurance.The five pilot projects have different objectives and functions,participants and sources of funds,operation mode and implementation characteristics.In the future,we should strengthen cooperation among all parties,increase product development,strengthen insurance publicity,remedy network defects,and formulate subsidy policies to promote agricultural insurance to serve rural revitalization better.
