This paper summarizes the content and characteristics of the headquarters economy policies of the six major cities in the Guangdong-Hong Kong-Macao Greater Bay Area(Guangzhou, Shenzhen, Dongguan, Foshan, Zhuhai and Huizhou). The headquarters economy policies generally include three contents: recognized methods, incentive measures, supporting policies and services. The recognized methods of headquarters enterprises in Guangdong, Hong Kong and Macao Greater Bay Area are always tailored to local conditions, diverse and detailed. Various incentive policies are aimed at reducing business cost, improving efficiency and attracting high-quality talents. Supporting policies are focused on land using, atractting talents, providing more urban services and government services.
