摘要
雨水利用是半干旱地区提高生产力和实现可持续发展的重要途径,研究雨水利用效益对于指导雨水利用模式创新具有重要作用。本文以西咸新区沣西新城为例,综合运用层次分析法(AHP)和模糊综合评价法,对其雨水利用效益进行综合评价分析研究。结果表明:雨水利用效益权重为生态效益>经济效益>社会效益;生态效益、经济效益和社会效益统筹协调发展是雨水利用综合效益最大化的基础与保障。基于此,从生态效益、经济效益、社会效益3个方面提出半干旱地区雨水高效利用策略,以构建资源节约型和环境友好型的可持续发展社会。
Rainwater utilization is an important way to improve productivity and achieve sustainable development in semiarid areas,and the study of rainwater utilization benefit plays an important role in guiding the innovation of rainwater utilization model. In this paper,taking Fengxian New Town in Xixian New District as an example,the comprehensive evaluation and analysis of rainwater utilization efficiency are carried out by using AHP and fuzzy comprehensive evaluation method. The results show that the weight of rainwater utilization benefit is ecological benefit > economic benefit > social benefit;The coordinated development of ecological benefits,economic benefits and social benefits is the basis and guarantee for maximizing the comprehensive benefits of rainwater utilization. Based on this,the strategies of efficient utilization of rainwater in semi-arid areas are put forward from three aspects of ecological benefits,economic benefits and social benefits,so as to build a resource-saving and environment-friendly sustainable development society.
