摘要
以长江经济带9省2市新一轮的人才引进政策和组织落实机制为研究对象,剖析各省市人才引进政策和人才引进组织落实现状以及存在的问题。研究表明,各地方政府人才引进政策的同质化情况较为严重,一些共性问题较为突出,人才引进工作落实过程中存在多头管理。因此,应提高人才政策与地方实际的匹配性,搭建系统化的人才管理政策体系,特设人才政策的统一化管理部门。
Taking the talent introduction policies and organizational implementation mechanisms in 9 provinces and 2 cities in the Yangtze River Economic Belt during the new round as the research object,we can figure out the existing problems of talent introduction policies and organization implementation of talent introduction in various provinces and cities.Studies have shown that the homogeneity of the talent introduction policies of various local governments is becoming more and more serious.Besides,there are some common problems and there is multiple management in the implementation of talent introduction.Therefore,it is necessary to improve the matching of the talent policy with the local reality,build a systematic talent management policy system and set up a unified management department for the talent policy.
