习近平在党的教育方针基础上,从历史的高度、国家发展的高度、人类社会的高度,根据教育的内部规律和外部规律提出了人的新全面发展学说,即培养德智体美劳全面发展的社会主义建设者和接班人。人的全面发展是由教育的内部规律决定的,社会主义建设者和接班人则是由外部规律决定的。这一学说既在科学上和政治上明确了教育的性质与培养方向,又在教育与国家经济、科技发展和促进社会公平公正方面提出了新的希望和要求。

Based on the CCP’s educational policy and from the height of history,the height of national development,and the height of human society,President Xi Jinping proposed a new theory of all-round human development according to the internal and external laws of education,which is"cultivating socialist builders and successors with all-round development of morality,intelligence,physique,aesthetics and labor".The all-round human development is determined by the internal laws of education,while the cultivation of socialist builders and successors is determined by its external laws.This theory has not only specified the nature and cultivation direction of education politically and scientifically,but also expressed his new hopes and requirements in terms of education with national economy,technological development,and promotion of social fairness and justice.
