公共危机的跨界属性与日益复杂的治理环境为跨界公共危机治理组织间网络的形成提供了动力。作为以合作为核心指向的治理模式,跨界公共危机治理组织间网络的形成需要以网络成员间相互信任、属性相似、资源相互依赖、合作收益大于交易成本、政治锦标赛的正向激励作用、顺畅的沟通协调机制等作为条件。同时,跨界公共危机治理存在网络成员间缺乏信任、网络成员的“协同惰性”、政治锦标赛的负面效应、“重纵轻横”的府际合作格局、综合协调机构权威性不足、缺乏必要的技术支持以及制度保障不足等障碍。应通过树立合作治理理念、加强府际协同、整合公私合作网络、完善制度保障体系等推动跨界公共危机治理组织间网络的建构。

Public crisis trans-boundary attribute and increasingly complicated governance environment provide dynamic for the formation of the inter-organizational network of trans-boundary public crisis governance.As the core value of cooperation of governance pattern,the formation of inter-organizational network of trans-boundary public crisis governance need many conditions,including mutual trust,attribute similarity,and resources interdependency among the network members,cooperation benefit more than transaction cost,positive incentive effect of political championship,unhindered communication and coordination mechanism and so on,while face many obstacles,such as lack of trust among the network members,collaborative inert of network members,negative effect of political championship,the cooperation pattern of paying attention to longitudinal direction but despising transverse,authority deficiency of comprehensive coordination mechanism,shortage of necessary technical support,and shortage of ensuring system.Through establishing idea of cooperation governance,enhancing intergovernmental cooperation,integrating private-public cooperation network and perfecting institution ensuring system,which is beneficial to construct the inter-organizational network of trans-boundary public crisis governance.
