合法性建构:党建引领城市社区业主组织发展的策略机制——以全国城市基层“红色业委会”党建创新为例

Construction of Legitimacy:A Strategic Mechanism for Party Building to Lead the Development of Urban Community Owners'Organizations——Taking the Case of Party Building Innovation of Red Owner Committee at the Grassroots Level in Cities across the Country as an Example

新制度主义认为“合法性”对组织的生存和发展至关重要,组织的合法性主要来源于制度的规制性、规范性和文化—认知性三个维度。基于对“红色业委会”实践案例的剖析表明,在中国社会治理的制度情境下,基层党组织通过规制性维度的规则设计和奖励惩罚机制、规范性维度的组织嵌入与人员选择机制、文化—认知性维度的党建精神融入和党员典型示范机制将业主组织纳入政党主导的体制框架中,重塑业主组织的合法性。政党主导业主组织的合法性建构体现了“以党领社”的社会治理理念,对推动业主组织的规范性成长、确保多元治理主体的活力与社区秩序的“双把关”以及社区治理共同体的生产具有重要的实践意义。

New institutionalism believes that legitimacy is essential to the survival and development of organizations.The legitimacy of organizations mainly comes from the three dimensions of institutional regulation,normativeness and cultural-cognitiveness.Based on the analysis of the red owner committee practice cases,it is shown that in the context of China's social governance system,the basic-level party organizations adopt a regulatory dimension of rule design and reward and punishment mechanism,a normative dimension of organizational embedding and personnel selection mechanism,and culture-the integration of the party building spirit of the cognitive dimension and the typical demonstration mechanism of party members has brought the owners'organizations into the political party-led institutional framework,and reshaped the legitimacy of the owners'organizations.The legitimacy of the party-led owner's organization embodies the social governance concept of the party leads the society,and it has a role in promoting the standardized growth of owner organizations,ensuring the vitality of multiple governance entities and the double check of community order,as well as it has important practical significance to the production of community governance community.
