新时代发展大学生党员是高校党建的重点任务。做好这项工作对落实高校立德树人根本任务、保持全党的先进性和纯洁性具有重要意义。目前在发展党员个体层面、工作主体层面、领导监管层面都不同程度地存在入党动机多元、重发展轻培养、发展党员程序不规范、责任落实不到位、检查监管不力等问题。为此,高校必须加强发展党员工作,构建有效的工作运行机制。“一体两翼”发展党员工作运行机制是一种总体框架搭建上的有益尝试和探索。

In the new era,recruiting student Party members is a vital assignment to the university Party's construction and development.It plays a significant meaning to fulfill the fundamental task of establishing morality in universities and maintain the advanced nature and purity of the whole party.In terms of the individual level,the level of the main body of work,and the level of leadership and supervision,there are various problems such as individual and multiple motivations for joining the Party,emphasis on recruiting and neglection of training,irregular procedures for recruiting Party members,inadequate implementation of responsibilities,and lack of effective inspection and supervision.Therefore,universities shall implement the work of recruiting Party members and establish an effective working mechanism.In practice,the working mechanism named“one body and two wings”is a bold attempt and exploration which is based on the overall framework.
