城镇应急广播系统建设思路探讨

Discussion on the Construction of Urban Emergency Broadcasting System

近年来,党中央和国务院高度重视国家应急广播体系建设,将应急广播建设列入文化广电事业重点工程,为全民提供突发事件的应急广播服务。我国社会经济发展已经进入关键时期,各种传统的和非传统的、自然的和社会的安全风险交织并存,自然灾害、公共卫生事件、事故灾难、社会治安事件等问题都对城镇建设带来了较大挑战。从技术方案方面探索城镇应急广播系统建设方向,从智慧化、安全化、高度融合扩展能力阐述全新的城镇应急广播系统。

In recent years,the CPC Central Committee and the State Council have attached great importance to the construction of the national emergency broadcasting system,and listed the construction of emergency broadcasting as a key project of the cultural radio and television industry to provide emergency broadcasting services for the whole people.China’s social and economic development has entered a critical period.Various traditional and non-traditional,natural and social security risks coexist.Natural disasters,public health events,accidents and disasters,social security events and other issues have brought great challenges to urban construction.This paper explores the construction direction of urban emergency broadcasting system from the aspect of technical scheme,and expounds the new broadcasting system from the aspects of intelligence,safety,high integration and expansion ability.
