党的十八大特别是十九大以来,针对政治建设中存在的突出问题,习近平高瞻远瞩地提出"防范政治风险"重大命题。这一命题给我们科学把握政治风险的成因、特征和治理指明了方向。国内外发展环境蕴含着的不确定性,成为政治风险萌生的综合成因。政治风险属于非显性风险,具有隐蔽性、多源性、致命性和长期性特征,但政治风险并不等同于政治危机。如果治理得当,我们仍可把风险压力及时转化为发展动力。政治风险的治理关键要以制度建设为总抓手,不断推进风险治理现代化,实现政治权威、政治能力和政治活力的有机统一。习近平相关重要论述,为我们今后防范化解政治风险提供了基本原则和重要遵循。

Since the 18th National Congress of the CPC and especially the 19th National Congress,Xi Jinping has put forward the major proposition of"preventing political risks"with a long-term vision in response to prominent problems in political constructions.This proposition points the way which has given us a scientific grasp of the causes,characteristics and governance of political risks.The uncertainty contained in the development environments at home and abroad has become a comprehensive cause of political risks.Political risks are nondominant risks,which are hidden,multi-sourced,lethal and long-term.But political risks are not the same as political crises.If we manage them properly,we can still transform risk pressures into development motives in a timely manner.The key to the governance of political risks is to take system construction as the overall focus,continuously promote modernization of risk governance,and achieve organic unity of political authority,political ability,and political vitality.Xi Jinping’s relevant important expositions provide basic principles and important follow-ups for us to prevent and defuse political risks in the future.
