高铁时代的“慢治理”:成昆铁路“慢火车”的空间经验

The Governance of Slow-paced Space in High-speed Railway Era:Spatial Experience of Slow Train in Chengdu-Kunming Railway

高速铁路加剧了空间结构演变与时空收缩效应,对慢节奏的社会空间造成强烈冲击,如何统筹“快”与“慢”的关系,成为高铁时代“慢治理”的核心关切。“慢火车”的空间实践全面呈现了国家、社会、市场和技术等多元主体的互动关系,因而成为新时期社会治理的重要议题。以成昆铁路“慢火车”空间生产为例进行的民族志研究表明,“慢火车”空间治理的成功经验在于注重线性空间的历史性、地方性知识的主体性、交通基础设施的公共性以及空间关系的拓扑学性质等四个方面。高铁时代,重视不同社会空间的差异性并进行相应的交通建设,对实施交通强国战略以及推进国家治理体系和治理能力现代化都具有重要的意义。

High-speed railway aggravates the structure of space’s evolution,which brings about the space-time compression effect greatly.It has great impact on the social space of slow-paced.How to coordinate the relationship between‘fast’and‘slow’has become the main problem of governing the slow space in the high-speed railway era.The spatial practice of slow train presents the interactive relationship among multi-subjects such as state,society,market and technology,which has become an important issue of social governance in the new era.The ethnographic study about the slow train,which takes the Chengdu-Kunming railway as an example,shows that the successful spatial experience of slow train lies in four aspects:concerning the historicity of space,and the subjectivity of local knowledge,the publicity of transportation infrastructure and the topological relations between spaces.In the era of high-speed rail,it is of great significance to pay attention to the differences of social spaces and carry out corresponding traffic construction,which is of great significance to the implementation of the strategy of building a country of strong transportation and promoting the modernization of national governance system and capabilities.
