百年变局下的中国外交话语:转型与重构

China’s Diplomatic Discourse under the Profound Changes Unseen in a Century:Transformation and Reconstruction

外交话语是一国对外关系理念的外部表达。中华人民共和国成立七十余年来的外交话语经历了革命式、参与式以及引领式外交话语的动态演变过程。这三个阶段的外交话语分别可从“反帝与反修”“被动参与和主动参与”“积极融入和自觉塑造”的向度进行解读。不同阶段的外交话语的形成系内外因共同作用的结果。革命式外交话语主要是由巩固新成立的人民共和国政权、战争与革命的时代主题等内外因塑造的;参与式外交话语主要是由实行改革开放以加速国家与社会的现代化建设、和平与发展的时代主题等内外因塑造的;引领式外交话语主要是由实现中华民族的伟大复兴与“两个一百年”奋斗目标、世界面临的百年未有之大变局等内外因塑造的。随着中国特色社会主义步入新时代,以新型国际关系理念为依托,积极推动构建人类命运共同体这一彰显中国特色的外交话语正在为国际社会的未来贡献中国智慧。

Diplomatic discourse is the external expression of a country’s concept of foreign relations.The diplomatic discourse of the People’s Republic of China has experienced the dynamic evolution of revolutionary,participatory,and leading diplomatic discourse since its founding more than 70 years ago.The diplomatic discourse of these three stages can be interpreted from the directions of“anti-imperialism and anti-revision”,“passive participation and active participation”,and“active integration and self-conscious shaping”.And the formation of diplomatic discourses in different stages results from the interaction of internal and external factors.The revolutionary diplomatic discourse is mainly shaped by such internal and external causes as the consolidation of the newly established political power of PRC,and the theme of the times of war and revolution;the participatory diplomatic discourse by such causes as the implementation of reform and opening-up to accelerate the modernization of the state and society,and the theme of the times of peace and development;and the leading diplomatic discourse by the realization of the great rejuvenation of the Chinese nation and the“Two Centennial Goals”and“the profound changes unseen in a century faced by the world”.As socialism with Chinese characteristics has entered a new era,China is actively promoting the construction of a community with a shared future for mankind.This is a diplomatic discourse with Chinese characteristics based on the new concept of international relations,which is contributing Chinese wisdom to the future of the international community.
