Constructing International Order in the New Era:the Logic of Historical Experience

国际秩序以权力、利益和规则为基础而建立,是国际社会在追逐共同价值过程中长期竞争与短期妥协的结果,也是其先天不足却始终追求完美而绘就的一部历史。回首过去,从威斯特伐利亚到雅尔塔,由美苏争霸旋而“单极世界”,国际秩序历经五百年“无序—有序”的历史循环;环顾现实,经济全球化成“众矢之的”,西方力量分化已成定局,国际秩序“不确定性”增加。在国际金融危机和全球新冠疫情的双重影响下,美国霸权迅速走向衰落,大国战略竞争成为常态,国际秩序变革与重构迫在眉睫。美国对应尽的国际责任选择性逃避,俨然是国际秩序最大的破坏者;中国勇于担当符合自身实力的国际义务,已经成为国际社会最大的“稳定阀”。建构新时代国际秩序是未来发展之势,必须积极倡导多边主义,坚持深化国际合作,变革全球治理方式,加快建设“开放型世界经济”,加速构建人类命运共同体。

Based on power,interest and rules,the international order is the result of long-term competition and short-term compromise in the process of pursuing shared values.It is also a history of perfectness pursuit despite its congenital deficiency.Looking back on the past,from Westphalia to Yalta,from fighting for hegemony to a“unipolar world”,the international order has been experiencing a five-hundred-year’s historical cycle from disorder to order.And looking around the reality,economic globalization has become“the target of public criticism”,the Western power differentiation a foregone conclusion,and the“uncertainty”in the international order has increased.Under the dual influence of the international financial crisis and the new global epidemic,the reform and reconstruction of the international order is imminent.The US hegemony has begun to decline,and the strategic competition among major powers has become the norm.Besides,at present,the United States is the biggest destroyer of the international order because of its selective evasion of its international responsibilities,while China is the biggest“stability valve”in the international community because it has the courage to shoulder international obligations in line with its own strength.To construct an new international order in the new era,we must actively advocate multilateralism,adhere to deepening international cooperation,change the mode of global governance,make every effort to build an“open world economy”,and accelerate the construction of a community of shared future for mankind.
