我国深远海养殖的产业特征及其政策支持

Industrial characteristics and policy support of China's deep sea aquaculture

深远海养殖是拓展“蓝色粮仓”生产空间、改善海洋资源环境、优化水产品供给结构的重要抓手,有利于保障国家粮食安全,推动水产养殖业绿色发展。本文结合国内外深远海养殖相关研究进展,针对现阶段我国水产品需求,阐释“深远海养殖”的基本概念,介绍我国深远海养殖发展情况,分析深远海养殖技术依赖性强、产业关联度高、环境友好性强、国际化程度较高的产业特征以及在抵抗自然风险、技术体系、远程管理、政策支持及产业组织化程度等方面的弱质性,在此基础上提出重视顶层规划设计与管理、制定深远海养殖补助制度、大力开展科技攻关、创新深远海养殖管理模式、打造深远海养殖产业链、建立健全深远海养殖金融支撑体系、规划建立深远海养殖试验区、推动国际交流与合作等政策建议。

Deep sea aquaculture is an important starting point for expanding the production space of"blue granary",improving the marine resources and environment,and optimizing the supply structure of aquatic products,which is conducive to ensuring national food security and promoting the green development of aquaculture industry.In this paper,combined with the research progress of deep sea aquaculture at home and abroad,according to the current demand for aquatic products in China,the basic concept of"deep sea aquaculture"is explained,the development situation of deep sea aquaculture in China is introduced,and the industrial characteristics of deep sea aquaculture with strong technical dependence,high industrial relevance,strong environmental friendliness and high degree of internationalization are analyzed,as well as its weakness in resisting natural risks,technical system,remote management,policy support and the degree of industrial organization.On this basis,the paper puts forward some policy suggestions,such as paying attention to the top-level planning design and management,formulating the deep sea aquaculture subsidy system,vigorously carrying out scientific and technological research,innovating the management mode of deep sea aquaculture,building the deep sea aquaculture industry chain,establishing and improving the financial support system of deep sea aquaculture,planning and establishing deep sea aquaculture experimental area,and promoting international exchange and cooperation.
