Investigation Report on the PPP Project of Agricultural Waste and Bio-natural Gas Development and Utilization in Funan County, Anhui Province

本文以安徽阜南县农业废弃物与生物天然气开发利用PPP项目为例,在实地调研的基础上,对该项目的先进性、科学性以及综合效益突出的特点进行介绍,并总结分析了该项目在项目机制构建、专业化项目运营、社会融资、政府充分发挥保障作用等方面的成功机制与宝贵经验,供同类PPP项目的策划实施参照借鉴。

This paper takes the PPP project of agricultural waste and bio-natural gas development in Funan County of Anhui Province as an example. Based on field research, this paper introduces the advantage, scientificity and comprehensive benefits of the PPP project, analyzes the experiences of the project mechanism building, professional project management, commercial finance and fully governmental support, on the chance that provide reference for other similar PPP projects.
