中外电子健康档案标准化实现路径述评

Commentary on the Realization Path of Electronic Health Records Standardization in China and Foreign Countries

文章依据英、美、日、加的电子健康档案标准化建设构想及具体实施思路,总结概括出电子健康档案标准化建设的三种实现路径,即“自上而下型”“自下而上型”“中间型”的标准化路径,并从成本效益、实现效果等角度分析三种路径的优缺点,最后结合我国电子健康档案建设标准化现状,从价值重塑、路径选择、组织架构、标准规范、人才支撑方面提出我国电子健康档案标准化建设对策。

Based on the construction concept and specific implementation ideas of the standardization of electronic health records in Britain,the United States,Japan and Canada,this paper summarizes the triple standardization path of electronic health records,namely"top-down","bottomup"and"intermediate"standardization path,and analyzes the advantages and disadvantages of the three paths from the perspective of cost-effectiveness and implementation effect This paper puts forward the Countermeasures for the standardization of electronic health records in China from the aspects of value remodeling,path selection,organizational structure,standard specification and talent support.
