建立不忘初心、牢记使命的制度是思想建党、制度治党的重要举措,对坚持和完善党的领导制度体系、中国特色社会主义制度体系,推进党的自我革命和伟大社会革命都具有战略价值。制度建设的关键在于保证制度的有效性。建立有效的不忘初心、牢记使命制度,应坚持继承性与创新性相统一、人民性与激励性相统一、独立性与协同性相统一、问题导向与目标导向相统一的基本原则;建立责任明确的领导管理体制、完善常态规范的学习教育机制、严肃检视问题的调研机制和组织生活机制、构建整改落实的工作责任机制。

Constructing the institution of remaining true to our original aspiration and keeping our mission firmly in mind is an important measure for ideological Party building and institutional Party governance.It is of strategical significance to both uphold and improve Party leadership and socialism with Chinese characteristics,and step forward the Party’s self-revolution and the great social revolution.The key of institution building is to ensure the effectiveness of the institution.In order to es⁃tablish an effective institution of remaining true to our original aspiration and keeping our mission firmly in mind,the basic principle should be adhered to which consists of the unity of inheritance and innovation,the unity of the idea of serving the people and motivation,the unity of dependence and coordination,and the unity of problem orientation and goal orientation.In addition,we should also establish a leadership and management system with duties clearly defined,improve a regular and procedure-based education mechanism,establish an investigation and research mechanism and organizational life mechanism to inspect problems seriously,and build a work responsibility mechanism for rectification and implementation.
