国家治理现代化进程中公共政策的国家认同建构功能研究

A Study of Public Policy’s Function of Constracting the National Identity in the Modernization Process of National Governance

国家认同是国家治理现代化所追求的基本目标之一。公民是国家认同的主体,公民对国家最直接的感知和认同就是国家治理的成效及其能否满足其生存发展的需要。国家治理成效关乎国家认同建构,公共政策作为国家治理的理性选择,对国家认同建构有着基础性影响。公共政策作为国家治理的工具理性和价值理性,政策过程与国家认同建构具有交互性,本文力图厘清公共政策在国家认同建构中的功能逻辑。由公共政策在政治系统中的地位和作用所决定,公共政策对国家认同建构既有积极功能,也具有消极影响。好政策有利于促进国家认同建构,不良政策却不利于国家认同。

National identity is one of the basic goals pursued by the modernization of national governance. Citizens are the main body of national identity,the effectiveness of national governance and the effects of satisfying the needs of the citizens’ survival and development are the most direct perception and identity that citizens have towards their nation. The effectiveness of national governance is related to the construction of national identity. As a rational choice of national governance,public policy has a fundamental impact on the construction of national identity. As the instrumental reason and value rationality of national governance,the public policy process is also interactive with the construction of national identity. This article tries to clarify the functional logic of the public policy in the construction of national identity. Determined by the status and role of public policies in the political system,public policies have both positive functions and negative effects on the construction of national identity.Good policies are conducive to the construction of national identity,while bad policies are detrimental.
