矿山尘肺病防治工作研究探讨

Discussion and research on prevention and treatment work of mine pneumoconiosis

尘肺病作为我国目前最为严重的职业病之一,其防治工作是一项长期的系统性工程,需要多方参与、综合治理。针对尘肺病防治工作的实际情况,提出了“三个转变”的工作思路,即从治疗为主转向防治并重,注重源头治理;从煤矿转向全社会,动员社会资源办慈善;从单纯货币募集转向资金与实物并举,拓宽公募渠道。在此基础上,介绍了洗肺清尘救治项目、西部“农民工尘肺病公益救助项目”、省部级劳模尘肺病人公益救助项目、尘肺病家庭氧疗公益救助项目、安全及防尘设备推广公益项目等“七大公益项目”。最后阐述了“十四五”时期防治尘肺病的重点工作。

Pneumoconiosis is one of the most serious occupational diseases in China.The prevention and treatment of pneumoconiosis is a long-term systematic project,which needs multi-party participation and comprehensive treatment.In view of the actual situation of pneumoconiosis prevention and treatment work,the working ideas of following"three changes"were put forward,firstly,the work was changing from mainly paying attention to treatment to both prevention and treatment,and paying attention to source control;changing from limited coal mines to the whole society,and mobilizing social resources to run charity;changing from simple money raising to both funds and objects development,and broadening public raising channels.On this basis,seven public welfare projects were introduced,including the pneumoconiosis treatment project,the western"peasant-worker's pneumoconiosis public welfare assistance project",the provincial and ministerial model worker pneumoconiosis patients public welfare assistance project,the pneumoconiosis family oxygen therapy public welfare assistance project,the safety and dust prevention equipment promotion public welfare project and so on.Finally,the key point of the pneumoconiosis prevention and treatment work during the 14th Five Year Plan period were elaborated.
