从国际社会团结看逆全球化产生及应对——基于国际政治社会学视角

Analysis of the Emergence and Countermeasures of Deglobalization Based on the Solidarity of International Community:From the Perspective of International Political Sociology

随着逆全球化不断蔓延,探讨逆全球化产生的因果机制,成为国际政治社会学研究的一项重要议题。通过置身于国际社会团结这一时空范畴,尝试从行动者“认知—行动”角度,对逆全球化发生的过程展开动态分析。国际社会团结是全球化作用下,国家幸福追求与幸福实践的统一,存在互利与自利两种路径。置身于国际社会团结中的西方发达国家,在利益受损之下,对于全球化存在“推动”或“阻挠”的选择难题,为了转移本国矛盾、获取选民支持,往往倾向于选择自利路径,由此导致逆全球化的出现。逆全球化集中表现为重利、轻义、玩弄规则。国际社会团结的未来走向将不会改变,面对冲击既要维护并完善现有机制,强化国际社会团结,同时也要坚持共商共建共享,探索建立新的制度安排。

With the continuous spread of deglobalization,analyzing the causal mechanism of that is an im⁃portant issue in the study of international political sociology.By putting in the scope of the solidarity of in⁃ternational community,this paper attempts to make an analysis of the dynamic process of deglobalization from the perspective of“cognition and action”of actor.As the product of globalization,the solidarity of in⁃ternational community is a unity of the well⁃being pursuit of state and its practice of that,which has two paths namely mutual benefit and self⁃interest.In the solidarity of international community,the Western de⁃veloped countries,facing the loss of interests and encountering the contradiction of promoting or impeding globalization,tend to choose the path of self⁃interest for the reason of transferring internal contradictions and obtaining the support of voters,which finally leads to the emergence of deglobalization.There are three con⁃centrated forms of deglobalization including valuing interests,neglecting responsibility and playing with rules.The trend of the solidarity of international community will not change.And as the countermeasures,we should not only maintain and improve the existing mechanism so as to strengthen the solidarity of the in⁃ternational community,but also adhere to the principle of construction,contribution and shared benefits,and explore the establishment of new institutional arrangements.
