摘要
为弥补农村清洁取暖支出可承受能力的研究空白,通过测算35个试点城市清洁取暖支出需求及支付压力,定量分析农村清洁取暖支出的可承受水平,并提出后续实施清洁取暖以及优化补贴的政策建议。得出结论:35个试点城市的农民可承受的取暖支出为1554~3876元/年,在现行运行补贴政策下,31个城市的农民可以承受天然气采暖支出,所有城市均能承受热泵型电采暖支出,只有17个城市能够承受非热泵型电采暖支出。提出建议:在后续实施清洁取暖方面,优先实施农房节能改造,降低维护结构传热;在电采暖技术上优先考虑热泵型技术;在补贴政策调整方面,试点城市应制定差异化补贴政策,中央财政支持政策应加大对财政收入较低地区的倾斜。
In order to make up the gap of research on the affordability of clean heating expenditure in rural areas,this paper calculates the expenditure demand and payment stress in 35 pilot cities,and quantitatively analyzes the affordability level of clean heating expenditure in rural areas,as well as puts forward policy suggestions for the follow-up implementation of clean heating and optimization of subsidy policies.It is found that the affordable expenditure for farmers in 35 pilot cities ranges from 1554 to 3876 CNY/a.With current subsidy policies,farmers in 31 cities can afford natural gas for heating,while those in 35 cities can afford electric-pump heating,and farmers in only 17 cities can afford non-electric-pump heating.The paper suggests that in the follow-up implementation of clean heating,priority should be given to energy-saving renovation for rural houses,reducing structure heat loss,and heat pump technology for its high heat efficiency should be given priority in electric heating technology.In terms of adjustment of subsidy policies,pilot cities should formulate differentiated subsidy policies,and central fiscal support policies should be more inclined to regions with low fiscal revenue.
