Construction and application of the strategic planning system of Shanghai municipal public hospitals

上海申康医院发展中心立足上海市级公立医院办医主体职责,探索构建了一套涵盖市级医院整体规划、专项规划和各医院规划的系统、全面的战略规划体系,并运用"5年规划-年度计划-重点项目-预算安排-项目执行-绩效评价"的管理闭环做实规划引导,通过战略规划管理,推动市级医院进一步明确发展方向,持续提升医院现代治理能力和水平,走稳走好高质量发展道路。

Shanghai Hospital Development Center(SHDC)based on the main responsibilities of Shanghai municipal hospitals,had explored and constructed a set of systematic and comprehensive strategic planning system covering the overall planning,special planning and hospital planning of municipal hospitals,and use the"Five-Year Plan-annual plan-Key Projects-budget arrangement-project implementation-Performance Evaluation"closed-loop management to do planning guidance,and through strategic planning and management,push Shanghai municipal public hospitals to further clarify the development direction,continuously improve the modern management ability and level of hospitals,and take a stable and high-quality development path.
