论国家治理现代化的“两个大局”

On the Domestic and International Situations ofNational Governance Modernization

中国共产党基于对国情世情的深刻认识,将统筹“两个大局”作为谋划工作的基本出发点,体现了深远的战略眼光和超强的辩证思维能力。推进国家治理体系和治理能力的现代化是全面深化改革的总目标,首先需要富有针对性地厘清治理中的国家位置。国家治理现代化亦存在“两个大局”。就国内大局而言,国家治理现代化需要建构国家与社会力量的相对关系;从国际大局看,国家治理现代化需要处理国情与全人类共同价值之间的关系。这是现代国家的结构与功能注定的情形。在现代化治理框架中,社会力量的在场,让国家治理现代化成为国家权力与社会力量互动的过程;国际社会的互动,让国家治理现代化成为必须兜住全人类共同价值准则的跨国运行进程。从一个长过程来看,国家治理现代化并不是国家治理的终结性目标,需要在完成治理现代化基本目标的同时,有更为久远与广阔的治理愿景。

Based on its in-depth understanding of current situation in both China and beyond,the Chinese Communist Party(CCP)takes the domestic and international intrests as the basic starting point of its planning work,which reflects its far-reaching strategic vision and super dialectical thinking ability.The overall objective of deepening reform in all areas is to modernize China national governance system and the capacity for governance.The first and foremost task is to clearly identify the position of the nation in governance.The modernization of national governance also faces the domestic and international situations.As for the domestic situation,the modernization of national governance shall seek to establish a relative relation between the state and social forces.As for the overall international situation,the modernization of national governance needs to properly handle the relation between the national conditions and the shared values of all mankind.This is a prescribed condition for the structure and function of modern state.Under the framework of modern governance,the presence of social forces makes the modernization of national governance a process of interaction between state power and social forces.Meanwhile,the interaction with the international community makes the modernization of national governance a transnational process that must embrace the shared values of all mankind.From a long-term perspective,the modernization of national governance is not the ultimate objective.After the basic objective of governance modernization is realized,a longer-term and broader governance vision shall be pursued.
