风险社会视域下社区重大疫情防控的困境及其化解路径——以四川省某市H社区为例

Difficulties and Solutions to the Major Epidemic Prevention and Control in Community from the Perspective of Risk Society——Taking H Community in a City of Sichuan Province as an Example

新冠肺炎疫情的蔓延具有高度不确定性和广泛传播性,极大地考验着我国基层社会的治理能力。从风险社会的视角看,H社区重大疫情风险防控与治理的困境突出表现在:社区的防控队伍建设滞后,应对风险的人力资源支撑短缺;社区的动员能力不足,应对风险的合力较弱;社区的信息治理能力薄弱,应对风险的有效信息支持匮乏。因此,应充分发挥社区应对风险的主体价值,推动防控工作队伍建设,增强科学动员能力,优化信息治理,以期为社区应对风险的长期能力建设提供有益借鉴,补齐社区治理的短板与不足,推进我国基层社会治理现代化。

The spread of COVID-19 with a high degree of uncertainty and widespread dissemination greatly tests the governance capabilities of grassroots society in China.From the perspective of risk society,analyzing the difficulties of prevention,control and management of major epidemic risks in H community,we find that the construction of prevention and control team in the community lags behind,the human resource to deal with risks is short,the mobilization capacity of the community is insufficient,the resultant in response to risks is weak,the information governance capacity in the community is weak and the effective information support for risk management is deficient.Therefore,we should give full play to the community's main value in dealing with risks,promote the construction of teams for prevention and control work,enhance scientific mobilization capabilities,and optimize information governance so as to provide beneficial reference for the community to build the long-term capacity for dealing with the risks,complement the shortcomings of community governance and promote the modernization of grassroots social governance in China.
