突发公共卫生事件视域下多元治理网络构建研究

Research on building multi-governance network in the context of public health emergencies

突发公共卫生事件暴发频次增多,范围不断扩大,公共健康与公共安全面临威胁,人类生命安全受到重大影响。通过揭示突发公共卫生事件背景下多元治理网络观念理念、组织机构、机制建设、运行方式等方面的内涵,剖析多元治理网络面临利益考量冲突、约束机制匮乏、集体认同缺失的挑战,提出构建多元治理网络的策略,即构建多元主体治理网络、组织生态治理结构、多元主体合作机制。

The frequency and scope of public health emergencies are increasing,public health is under threat,and human life safety is seriously affected.By revealing the concept,institutional framework,mechanism construction and operation mode of multi-governance network under the background of public health emergencies,also analyzing the challenges in multi-governance network,such as the conflict of interests,lack of constraint mechanism and collective identity,the paper puts forward the strategies of constructing multi-governance network,that is,constructing multi-subject governance network,ecological organization governance structure and constructing multisubject cooperation mechanism.
