京发改规[2020]3号各有关单位:为依法规范本市发展改革部门行政处罚裁量权,促进严格规范公正文明执法,依据国家和本市相关要求,结合工作实际,市发展改革委制定了《北京市发展改革部门行政处罚裁量基准(试行)》,现予以印发,请市区发展改革部门贯彻执行。
