摘要
调研了北京市生活垃圾焚烧处理及飞灰产生现状、污染特性以及处置方式,剖析了现行飞灰环境管理的技术政策标准法规,对比分析北京市目前处置生活垃圾焚烧飞灰采用的固化/稳定化—填埋和水泥窑协同处理两种技术路线,结合北京市水泥窑协同处置生活垃圾焚烧飞灰实例,深入分析了水泥窑协同处置生活垃圾焚烧飞灰技术路线及存在问题,分析了改进后的水泥窑协同处置方式的技术特点。文章最后提出北京市生活垃圾焚烧飞灰处置应选择适宜的技术路线、加强相关技术规范和标准制定和完善与推广安全可行的飞灰资源化处置技术等对策建议。
This paper research the present situation of domestic waste incineration and fly ash in Beijing,pollution characteristics and disposal methods,analyzes the current of fly ash technology policy of environmental management standards and regulations,the comparison and analysis of disposal of domestic waste incineration fly ash used in present Beijing solidification/stabilization of the landfill and cement kiln work with two kinds of technical route,combined with Beijing cement kiln synergy of MSW fly ash disposal of life as an example,analyzes the collaborative disposal of domestic waste incineration fly ash cement kiln technical route and the existing problems,analyzes the improved way of cement kiln for coordination of technical characteristics.At last,the paper puts forward some countermeasures and Suggestions,such as choosing the appropriate technical route,strengthening the formulation and improvement of relevant technical specifications and standards,and promoting the safe and feasible disposal technology of fly ash.
