研究生资源配置、区域创新能力与产业结构升级耦合协调及影响因素研究

Research on the Coupling Coordination and Influencing Factors of Postgraduate Resource Allocation, Regional Innovation Ability and Industrial Structure Upgrade

研究生资源配置、区域创新能力与产业结构升级对实现区域经济长远发展有重要的推动作用。文章基于耦合作用机理,通过构建耦合协调度模型和Tobit回归模型对2005-2018年我国30个省份耦合协调度及影响因素进行实证分析。结果表明:考察期内研究生资源配置、区域创新能力与产业结构升级综合发展水平呈波动上升趋势,在2009年左右有所回落。三大系统耦合协调度总体呈平稳上升态势,但协调水平普遍不高且存在空间差异性,"东强西弱、南强北弱"特征明显。在影响因素方面,人力资本存量、经济发展基础、市场化水平和对外开放程度对三大系统耦合协调度有显著的促进作用,而政府干预强度对三大系统耦合协调度有显著的阻碍作用。

The allocation of postgraduate resources, regional innovation capabilities and the upgrading of industrial structure play important roles in promoting the long-term development of the regional economy. Based on the coupling mechanism, this study conducted an empirical analysis of the coupling coordination degree and influencing factors of 30 provinces and cities in China from 2005 to 2018 by constructing a coupling coordination degree model and a Tobit regression model. The results showed that the overall development level of postgraduate resource allocation, regional innovation capabilities and industrial structure upgrading are in a fluctuating upward trend, and it fell back around 2009. The degree of coupling and coordination of the three systems is steadily increasing, but the overall coordination level is not high and there are spatial differences. The characteristics of "strong in the east and weak in the west" are obvious. In terms of influencing factors, the stock of human capital, the basis of economic development, the level of marketization, and the degree of opening to the outside world have significant impactson promoting the coupling and coordination of the three systems, while the intensity of government intervention has a significant hindering effect on the coupling and coordination of the three systems.
