社会政策学科发展:国际进展及中国前瞻

Disciplinary Construction of Social Policy:A Review of InternationalDevelopment and Outlook in China

19世纪中后期以来,社会政策学科从萌生、初创、完善至成熟再发展至今,日益成为一门全球“显学”。在风险的不确定性及全球性愈发突显的当今,社会政策学科的学术和现实价值亟须得到进一步关注。然而相较于国外,我国社会政策学科尚处于起步阶段,要发展成为一门独立完整的学科依然任重道远。国外社会政策学科体系在百年的历史发展过程中渐成完备的学科体系结构,并在与社会政策实践的持续互动中实现了研究范式的迭代更新。我国社会政策实践已积累了大量本土经验,但学科共识尚未达成,学术积累与学科建设滞后于实践进程。由此,中国社会政策学科建设应从推进学术阵地的开拓和学术体系的自主积累、推进高校的学科设置和人才培养建制入手,以回应中国现实为最高价值追求,并积极响应国际关切。

Since the mid and late 19th century,social policy as a discipline has been paid more and more attention.With the uncertainty and globalization of social risk become more prominent,the academic and practical value of social policy needs to be further demonstrated.However,the discipline of social policy in China,compared with that in other countries,is still in its infancy.Along its centurial development,social policy abroad has not only taken shape and become completely systematic,but also realized its iterative process in its constant interaction with practice.However,social policy has accumulated a lot of Chinese experience in practice,but the discipline consensus has not been reached,and the academic accumulation and discipline construction are far behind the practice process.Based on this,the discipline construction of social policy in our country should start with promoting the development of academic field and the independent accumulation of academic system,promoting the discipline establishment and talent training system in colleges and universities,responding to the reality of China as the highest value pursuit,and responding positively to international concerns.
